Yes, manually unlocking the iPhone yourself (presumably through jailbreaking using "Ultrasn0w") does bring up the retail value significantly.
Factoring unlocking is not available in the United States. Other countries support this method

I am looking at buying a Brand new factory unlocked Iphone 4 off craigslist to sell on ebay. How can I make sure that it is factory unlocked without opening the box? The reason that I dont want to open
it comes factory LOCKED so if it is still sealed in the box then it is LOCKED.

Can i just out right buy a Factory Unlocked iPhone 4, put in my sim card in and it will work?

The iPhone 4 takes a smaller SIM card than the iPhone 3GS so you'd need to get your SIM changed to a Micro SIM to be able to use it in an iPhone 4.

i have an iphone 4 which i believe is factory unlocked (from U.K.). however, i found Cydia on it, do factory unlocked iphones have cydia on them and can i upgrade my software without locking it
Your phone was jailbroken. That's the only way you could have Cydia on it. If you upgrade your firmware, you will unjailbreak the phone. If it's a factory unlocked phone, upgrading the firmware will not lock the phone. If the unlock was hacked, upgrading
