No. The smart cover is a separate purchase that adds on $40 to your purchase.
The new "smart cover" thing that apple is shipping with the iPad 2 automatically locks it when you close it and unlocks it when you take it off.

Aside from the fact that it is really natural and good for the environment it is by far the best iPad sleeve I have ever used.
