I believe it is a bluetooth keyboard, but the pin code for pairing isn't well-known. An excerpt from a review of the keyboard:

Try unplugging unit and remove the battery to reset the unit. Then restart. Hope this works
because if not it sounds like bad internal connection.

You may have a virus, i resolved this by running AVG anitvirus (Google it) you might have malware problems, remove that then restart the computer. It might not restart immediately so take out the battery and try once more.
Hope this helped

Pairing iPad Bluetooth Keyboard on HP Touchpad
The real point of this blog is to help others pair a Bluetooth Keyboard (of any time whether it be from Dell, Microsoft or Apple) to the HP Touchpad. The process threw me off guard because most Bluetooth keyboards pairs ask you to type a key on the keyboard itself instead of asking for a pair key. This threw me through a loop. I searched all I could to figure out how I could get the keyboard to pair, fearing that I would have to bog down and return this nice case and buy an HP specific setup, until I decided to try something that I did not even think would work and to my surprise it worked. The process is simple. When you pair the Bluetooth Keyboard to the touchpad it will ask for a passkey,...

And unlike the iPad, which makes you switch to a different set of keys for numbers, the TouchPad’s keyboard includes number keys above the main group of letters. Phone Pairing If you’ve got an HP Pre 3 or Veer smartphone, you can tap it against the TouchPad to transfer a website, text message, phone call, document or song from one device to the other. You can take or make calls on the TouchPad via Bluetooth with a nearby WebOS phone and view your phone’s text messages on the big screen. The TouchPad’s photo application is more social, incorporating pictures from Facebook — including comments – along with Snapfish and Photobucket. You can use the built-in photo app to upload locally stored photos to social networks as well.

While there is no doubt that software for the HP Touchpad is in its infancy, it is hard not to see the great usefulness and potential. There are a few good writing apps for the Touchpad, including those for WordPress blogging. I'm composing this in the WordPress App for WebOS tablet. Any of these are much easier to use with a hardware keyboard, than attempting to type quantity on a virtual keyboard. The HP Touchpad Keyboard is mostly a success. My largest annoyances with it can be addressed with software fixes in future WebOS updates.
At first I expected the chicklet keys to be annoying, compared to a full sized keyboard. It was surprising to me that they were not. The keys depress quickly, to give a feeling of depth, before stopping. I have no trouble typing as fast as I would on my laptop. I am listening to music on the Touchpad as I type. When a song pops up that I'm not enjoying, I tap the FF button at the top of the keyboard and keep going. This is more handy than I expected, as most media keys on desktop keyboards have gone unused by me. Possibly it is the feeling that the Touchpad is just the monitor and you want to do everything on the keyboard as you are working. It works for me.
HP TouchPad already has USB host support; webOS 2.2 prepped ...
The HP TouchPad may not be the most technically advanced tablet out there, but it seems that webOS wasn’t able to take advantage of the hardware that was there. We do know that webOS wasn’t fully graphically-accelerated, not taking advantage of the Adreno 220 graphics chip as well as in could. But what else lurks within the TouchPad? How about USB host support?
RootzWiki member green discovered something interesting: the TouchPad actually has USB host support, albeit limited. He was able to hook up a USB keyboard to the TouchPad and start typing.
Okay, it’s a little more complicated than that. While host support is there, the TouchPad doesn’t provide power out from its Micro USB port. Green’s setup went like such: a USB keyboard hooked up to a Y-adapter, with one end drawing power from a computer or AC adapter, the other going to a powered USB hub hooked up to the TouchPad via a USB-to-Micro USB adapter. Once all was plugged in, the TouchPad’s virtual keyboard dropped away just like it was hooked up to a Bluetooth keyboard . Of course, hooking up all that isn’t the best way to get your typing on, but it opens the door for future hacks to make this happen. Keyboards might just be the tip of the iceberg, and we’re hoping HP is pushing forward with implementing full USB host support for the TouchPad. (video of the whole process after the break)
